Relocating a Factory within China

Key Take Away: East West provided a Chinese and English speaking project manager to move a Chinese factory, while continuing uninterrupted service to their Asian customers.

Background:
East West client is a Western company with a China-based manufacturing plant. The company needed to move their plant in China and needed a Chinese-speaking project manager with experience to move the plant - the company did not have the local resources with the knowledge to relocate the plant and relationships with the local Chinese government. The key issue was relocating the factory while servicing the customers with uninterrupted parts supply.

Challenge:
Relocated the manufacturing plant without disrupting the supply chain and existing customer orders.

Solution:
1. East West assigned a Chinese and English speaking project manager with experience establishing and relocating manufacturing operations in China.
2. EW project manager was born in China but raised in the US. He is an American citizen and fluent in Mandarin, Cantonese and English. He is a certified builder in the US and has significant manufacturing and plant relocation experience.
3. EW project manager was assigned to drive the relocation project and report directly to the company's GM on a regular basis to ensure the project stays on schedule and within budget. The project had an 8 month completion schedule. His responsibilities included:

  • Traditional project management responsibilities, including driving the project schedule and keeping the project within budget
  • Defining the need for contractors, defining and obtaining quotes from contractors, and managing the contractors work
  • Leverage existing relationships with the local government for permitting processes
  • Mitigate the risk associated with the plant relocation and provide uninterrupted product to their customers.
  • Regular communications with the GM on timing, budget and progress of project
Result:
EW was able to relocate the plant within budget and on-time and maintain service to existing customers.
