Joe St. Clair completed 36+ years’ domestic and international management assignments and retired from IBM in 2003. His domestic career included positions in industrial engineering, purchasing, procurement engineering, production control, distribution, manufacturing, division and corporate staff assignments. In addition, Joe had site and northeast U.S. regional occupational health services (safety, industrial hygiene, and medical) responsibilities, and oversight of these disciplines at multiple IBM locations west of the Mississippi. He is now engaged in providing Strategic Consulting and Project Management services for EW.
Joe joined IBM after college as an industrial engineer at the Burlington, VT circuit packaging facility. Called to active duty in the Army Corps of Engineers, he spent one year in Vietnam, returning to Burlington and positions in industrial engineering and procurement. He was appointed purchasing manager in Austin, TX, then to Division staff assignments in materials management at Lexington, KY, and Franklin Lakes, NJ. Joe was appointed project manager in a group of core managers establishing a new printed circuit board manufacturing facility at Austin, TX, with purchasing, production control, and distribution operations responsibility. He is a graduate of IBM’s Manufacturing Technology Institute.
Seeking to deploy his training in statistical quality control to operations beyond direct Manufacturing, Joe joined the occupational health services (OHS) group, instituting Six Sigma safety measurements and controls that led to significant injury reduction at a manufacturing and development facility of 9,000 employees. This site was chosen by the U.S. Department of Labor’s OSHA division as a “Star Site” – the first IBM location and largest industrial site in the U.S. to be selected for this award.
Joining the corporate OHS staff, Joe was appointed manager of OHS Asia-Pacific to deploy project management of OHS staffs implementing global IBM safety, industrial hygiene and medical standards at new manufacturing facilities in China, Thailand, Singapore, India, and field operations throughout Asia-Pacific. The new manufacturing facilities in China, Thailand, and Singapore each received governmental and IBM internal audit recognition for superior leadership in employee protection. Joe recently completed an assignment with EW where he assisted in the design and implementation of a comprehensive EHS (Environmental, Health and Safety) program for a client establishing a heavy manufacturing facility in Shanghai. He was responsible for assisting in formulation of policy, coordinating document translation into Chinese, selecting the local EHS manager and training of local staff.
Joe spent one year teaching English as a Second Language in Shenzhen, China, in 2004, and resides with his wife, Linda, an IBM Technical Editor, in Austin, TX.
