2- Under the instruction of MPI's leaders, synthesizing and dealing with issues relating to policies on the foreign direct investment.

3- Receiving and preliminarily appraising the application and project documents for establishment of new projects and as well as for the change of the objectives of the existing projects.

4- Participating in the evaluation process of FDI projects.

5- Presiding over and relevant collaborating with the Investment Project Evaluation Bureau and other Departments of MPI, to organize meetings with investors in order to request the investors to have amendments, supplements to the submitted project documents and to deal with the investors' queries in relation to the considering project and also to the overall policies on FDI.

6- Arranging meetings with MPI's leaders and directors with foreign investors on issues relating to the FDI projects.

7- After the project is appraised and obtained approval from authorized level, to draft investment licence and submit to MPI's leaders for signing and granting the official investment licences to investors.

8- Synthesizing overall plans of investment inflows attraction and assessing results of the implementation of foreign capital attraction; providing local and foreign media with FDI information; making preparation documents and coordination with other related Departments to organize press conferences on FDI for MPI's leaders; providing foreign investors with investment programmes, the list of projects for attracting the foreign investment and the investment incentives.

9- On behalf of the Minister, to sign the official motification or invitation letters relating to foreign investment projects.
