Background: Our client, a privately-held medical clinical trials company, conducts clinical trials and data analytics in the US on behalf of Western pharmaceuticals companies. Company was well-positioned and well-respected in their industry. Demand for US workers doing medical data input is very competitive and wage inflation in the industry is leading to increasing turnover. Moreover, the data entry function was the least appealing of the many tasks given to the employees. In addition, our client was interested in becoming increasingly global, so had interest in China as an emerging market.
EW was engaged by client to identify the specific steps needed to implement their strategy, assist their legal counsel with input to master license agreement and to conduct research in Asia. Client had developed strategy to perform a combination of relationships to include manufacturing and retail licensees.
Challenge: CDetermine whether certain processes can be successfully outsourced in China. Determine the impact to overall corporate strategy, competitiveness, quality and employees. Make recommendations to client with regards to Chinese clinical trials market. Review existing business processes in order to fully understand those operational issues related to data collection, interpretation, manipulation, input and analytics. Based on this review, assess each job function to determine which high-value functions must stay within the client's walls in the US. Help client properly assess risk to each process. From East West's analysis, conduct research in China for the availability of well-qualified data entry clerks who specialized in medical information.
Client was a well-established manufacturer and distributor domestically, however, client was not yet successful on an international level. 100% of client's manufacturing was domestic and the company needed to develop subcontract manufacturing processes to identify and qualify Asian subcontractors. Additionally, the company needed to gather market intelligence information on their competitors, multiple retail chains and potential subcontractors.
Solution: East West recommended and performed a multi step approach:
- Conducted Business Process Review and Development sessions with client to fully understand requirements of data entry function. Accumulated results into a needs assessment.
- Shanghai staff performed research to determine availability of resources as required by client needs assessment.
- Shanghai research staff performed a market assessment of clinical research industry in China.
- Shanghai office conducted a competitive assessment of clinical research companies in China by region.
Result: Preliminary research showed that medical data entry functions were successfully performed in China. Further research showed that average costs for data entry were 39% of US counterparts. Process was designed so that the basic component of data entry was performed in China with problem records escalating to US home office. US employees were able to accept other high-value responsibilities as data entry was outsourced leading to increased job satisfaction and retention of US employees.
Market Assessment and competitive Intelligence research is being conducted which will aid in strategic planning process.
